DESCRIPTION OF REQUIREMENT


This is a new design-build construction requirement for an independent HVAC system for the 97th IS at Offutt AFB, Nebraska.


This acquisition is set aside for a small business concern under NAICS 238220, Plumbing, Heating, and Air-Conditioning Contractors. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. Lack of a SAM registration will make an offeror ineligible for award.


APPLICABLE LABOR LAWS


This solicitation is subject to the Construction Wage Requirements RFO 52.222-6 and the current wage determination, Davis Bacon Act WD #NE-20260059. The most updated wage determination can be found at https://sam.gov/wage-determinations.


SITE VISIT


A site visit will take place on July 27, 2026, 10:00AM CDT.


Access: Offutt Air Force Base is not an open base, and you must have a valid ID.  Anyone who does not have the necessary identification to enter the base must complete the attachment titled “55 SFS Contractor / Vendor NCIC Screening & Pass Request Spreadsheet” and return by July 20, 2026, 4:30 PM CDT. Base access is not guaranteed.

All questions concerning this solicitation shall be sent in writing to the Contracting Office by 3 August, 2026, 1:00PM CDT. Answers to all questions will be posted via amendment to www.sam.gov as soon as readily available.
