DESCRIPTION OF REQUIREMENT
This is a new design-build construction requirement for an independent HVAC system for the 97th IS at Offutt AFB, Nebraska.
This acquisition is set aside for a small business concern under NAICS 238220, Plumbing, Heating, and Air-Conditioning Contractors. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. Lack of a SAM registration will make an offeror ineligible for award.
APPLICABLE LABOR LAWS
This solicitation is subject to the Construction Wage Requirements RFO 52.222-6 and the current wage determination, Davis Bacon Act WD #NE-20260059. The most updated wage determination can be found at https://sam.gov/wage-determinations.
SITE VISIT
A site visit will take place on July 27, 2026, 10:00AM CDT.
Access: Offutt Air Force Base is not an open base, and you must have a valid ID. Anyone who does not have the necessary identification to enter the base must complete the attachment titled “55 SFS Contractor / Vendor NCIC Screening & Pass Request Spreadsheet” and return by July 20, 2026, 4:30 PM CDT. Base access is not guaranteed.

The purpose of this amendment is to:
1. Extend the quote due date by 7 days, changing quote due date from 7 August 2026 to 14 August 2026.
2. Remove provision 252.204-7025 Notice of Cybersecurity Maturity Model Certification Level Requirements.
3. All other terms remain unchanged.
Please note, while CMCC requirement has been removed NIST compliance still applies. Your organization must be NIST compliant to be awarded to. Additionally, the restricted documents ARE CUI, so the restriction will stand and you must request access and be found NIST compliant to be granted access.
