Installation Fiber Optics Networking Support Services

The Naval Air Warfare Center Weapons Division has awarded a five-year Cost-Plus-Fixed-Fee contract for Fiber Optic Networking Support Services under solicitation N6893625R0026, structured as a Total Small Business Set-Aside under FAR 19.5 with a NAICS code of 541512 and a maximum potential value of $34 million. The contractor is responsible for providing engineering and installation services for fiber optic networks outside the scope of the Navy Marine Corps Intranet and its successor systems, including network design, fiber build-out, infrastructure mapping, and comprehensive networking solutions at multiple DoD locations primarily in California such as China Lake, Point Mugu, and San Diego, with additional work permitted across 19 other sites nationwide. All personnel must be U.S. citizens with appropriate security clearances, DLIS certification for Controlled Unclassified Information handling, and industry certifications from BICSI and TIA/EIA, and must maintain a physical office within 10 miles of Ridgecrest, CA, to ensure a 30-minute response time for emergency and routine support. The contract requires weekly two-week project forecasts, monthly financial and status reports, comprehensive documentation of all installations, 24/7 emergency restoration capability, and compliance with DoD, OSHA, NISPOM, and EM 385-1-1 safety and security standards. The contractor must use Government-Furnished Property in accordance with FAR 52.245-1, adhere to strict procurement and inventory tracking via BTS and JIRA systems, and submit invoices to the government’s S: drive. Performance is subject to onsite inspection and formal acceptance by the Contracting Officer’s Representative or Technical Point of Contact at the location of work completion. The contract includes one base year and four one-year option periods, with all work dependent on issued Business Agreements or work orders, and requires advance written approval for overtime and travel, which may include up to five-day annual trips to remote installations.
