The Regional Contracting Office – Far East at Marine Corps Base Camp Smedley D. Butler in Okinawa, Japan, plans to award a sole source purchase order to Modern Systems, Inc. for the installation of cables and wiring for the TekCare400 Audio AVNC Nurse Call System. This action is authorized under FAR 13.501(a) due to the unique and specialized nature of the work, with market research confirming Modern Systems as the only capable provider. The requirement stems from the Navy Medicine West Okinawa Detachment's need to install this nurse call system in the new Host Nation Naval Hospital replacement project located at Camp Foster, Okinawa. The Government intends to modify an existing contract (M67400-11-P-0206) to add this installation task. The TekCare400 Audio Visual Nurse Call System features extensive capacity and flexibility, supporting multiple central units, master stations, patient annunciation points, and peripheral stations. Its integrated management software, Tek-MMARS 400, enables detailed tracking and reporting of system and staff performance, allowing customization to meet specific needs. Additionally, the system interfaces with the Government of Japan’s Tone Visual Nurse Call System, providing consolidated reporting. Although this is a sole source notice, quotes will be accepted within 10 days of the publication date for consideration. Responses may influence whether the Government proceeds with a competitive procurement, though the decision to sole source remains at the Government’s discretion.
