AI Contract Overview
This solicitation seeks a small business contractor to install a complete multi-zoned ductless mini-split heat pump system and replace existing deficient units at USCG Station Milford Haven in Hudgins, Virginia, under a Firm-Fixed Price contract. The procurement is a 100% set-aside for small businesses under NAICS code 238220, with a size standard of $19.0 million, and requires full compliance with the Small Business Program Representations via an active SAM registration, including submission of the Unique Entity Identifier (UEI), CAGE code, and Taxpayer Identification Number (TIN). Proposers must conduct a mandatory site visit on June 29, 2026, and submit a valid REAL ID driver’s license two days prior to scheduling. All quotes must be submitted via email to frank.r.burton@uscg.mil no later than noon Eastern Time on July 14, 2026, using the completed SF1442 form with blocks 14 through 20c filled, including the UEI and pricing. The scope includes demolition of three existing systems, installation of branch circuit wiring, conduit, junction boxes, and protection devices, and requires EPA Section 608-certified personnel. Deliverables include an installation plan for Government approval, as-built drawings, two sets of O&M manuals, and all product warranties. The contract is subject to the Davis-Bacon Act, requiring payment of prevailing wages and overtime at time-and-a-half for hours over 40 per week, with wage determinations posted on-site; compliance with Executive Order 14026 mandates a minimum wage of $13.30 per hour for 2025 work. The Buy American Act applies to all construction materials, and the contractor must furnish both bid and performance/payment bonds—20% of bid price or $3 million, whichever is less, for the bid guarantee, and 100% of the contract price for performance and payment bonds. The period of performance cannot exceed 60 calendar days from the Notice to Proceed, and work must be performed during normal station hours, 0800 to
