Installation of Predator Fence

The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service, Wildlife Services, is seeking a small business contractor to install a high-tensile woven wire fence for wolf abatement at 85950 Lenawee Road in Herbster, Wisconsin, under solicitation number 12639526Q0127. This is a total small business set-aside under NAICS code 238990 with a $19 million size standard, and the contract will be awarded on a firm-fixed-price basis using the Lowest Price Technically Acceptable (LPTA) approach, meaning the lowest-priced offer that meets all technical requirements will be selected. The fence must be constructed with 42-inch-high, 12.5-gauge, ASTM Class III galvanized wire featuring a minimum tensile strength of 200,000 PSI and a breaking load of 400 pounds, supported by wooden posts treated to a minimum of 0.4 pounds of preservative per cubic foot. A 42-inch apron must be installed flat on the ground outside the fence, hog-ringed every five feet, and gate aprons must consist of a hinged 42-inch livestock panel. All work must commence within five calendar days of the notice to proceed and be fully completed, including final site cleanup, within 60 days. Payment terms require monthly progress payments, which will be processed within 14 days of a properly certified request, and final payment is contingent on complete acceptance of work, submission of a valid voucher, and a release of all claims. Contractors must comply with federal labor standards, including prevailing wage rates detailed in Attachment 3 for Bayfield County, the Copeland Act, and the requirement to submit a payment bond if the contract value falls between $25,000 and $100,000. Material and workmanship must meet ASTM and other specified standards, and the Buy American provisions apply to all construction materials.
