Installation of Predator Fence

The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service, through Wildlife Services, is seeking a small business contractor to install a high-tensile woven wire fence in Ashland County, Wisconsin, for the purpose of wolf abatement. This procurement is a Total Small Business Set-Aside under NAICS code 238990, with a small business size standard of $19 million, and will be awarded on a firm-fixed price basis using the Lowest Price Technically Acceptable (LPTA) evaluation method. Only the lowest-priced quote that meets minimum technical and past performance requirements will be considered for award, with failure to pass either the technical acceptability or past performance gate resulting in disqualification. The contract requires the installation of a fence meeting strict material and construction specifications, including 5”–6” wooden posts set 44” deep with 76” above ground, class III galvanized steel or stainless steel brace pins, barbed 1¾” galvanized staples, poly-twine guide wires strung one inch above ground, and gates with 6’ tall mesh, 1⅝” O.D. tube framing, and 1⅝” swivel pins. The site must be prepared with disking, dragging, and filling of low areas using gravel, earth, or mesh, with all materials procured by the contractor. The contract incorporates numerous FAR clauses governing labor standards, including mandatory compliance with Davis-Bacon wage rates, the Copeland Act, and subcontractor labor reporting requirements, along with provisions for progress payments, prompt payment within 14 days of proper request, and liquidation of advance payments. The contractor must also comply with clauses related to safety, environmental responsibility, whistleblower rights, anti-trafficking, information systems safeguarding, and Buy American requirements with Alternate I applied to construction materials. A payment bond is required if the contract value is between $25,000 and $100,000, submitted within 10 days of award, and the contractor must certify compliance with civil rights, tax exemption status, and anti-discrimination policies.
