The surfacing must consist of an SBR rubber cushion course and an EPDM rubber wearing course, compliant with ASTM F1292, ASTM F1951, and Consumer Product Safety Commission guidelines to ensure impact attenuation and accessibility. The contract is structured as a Firm Fixed Price arrangement, with award determined on a Lowest Price Technically Acceptable basis, meaning the lowest qualified bidder meeting all technical and compliance requirements will be selected.
