The IRS plans to award a sole source contract to AT&T Corporation for the installation of a secondary conduit entrance into Module K of the IRS Computing Center located in Memphis, Tennessee. This contract involves both material and labor to connect the conduit directly to AT&T’s proprietary equipment, which is currently integrated into the existing network system. Due to the specialized nature of this proprietary technology, only AT&T is eligible to fulfill this requirement, and the contract will be awarded under the authority of FAR 13.106-1(b)(1) without a public solicitation. Although this is not a formal Request for Quotes, the IRS invites any parties capable of meeting the requirement to submit their capabilities for consideration by September 6, 2012, at 12:00 PM Eastern Time. The contract period is expected to start upon award, tentatively scheduled for September 10, 2012, and continue through November 30, 2012. Final award decisions will be made at the government’s discretion, prioritizing the best interest of the IRS. Questions or responses regarding this action should be directed to the designated IRS contract specialists, Ricky Bankston and Brian Leo.
