U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) Organic Industrial Base (OIB) Modernization Commercial Solutions Opening (CSO)
Solicitation # W911PT26SC001
The U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) is utilizing a Commercial Solutions Opening (CSO) under solicitation W911PT26SC001 to modernize its Organic Industrial Base. This competitive process, authorized by the National Defense Authorization Act for Fiscal Year 2026 and DFARS Subpart 212.70, seeks innovative commercial products, technologies, and services to implement convergent manufacturing. The goal is to integrate agile facilities, connected digital enterprises, and automation to enhance the delivery of materiel solutions to soldiers. The CSO is continuously open until September 30, 2027, and targets both traditional and non-traditional business entities. The acquisition process is structured in three phases: the submission of a written solution brief, an optional presentation or pitch, and a final request for a Commercial Solution Proposal. Awards will be made as fixed-price contracts under FAR Part 12 Commercial Item Procedures. Specific Areas of Interest (AoIs) have been published to address critical needs, including the conversion of a chromium plating facility, the installation of a FIPS 201-compliant Electronic Access Control System at Benet Laboratories, electrical infrastructure improvements at Building 120, and the procurement of advanced test inspection equipment and automated manufacturing solutions for cannon components. Eligible respondents must maintain an active registration in the System for Award Management (SAM) and possess a Unique Entity ID. While foreign-owned businesses may participate, all submissions must remain unclassified. Performance periods are generally limited to 12 months unless otherwise specified in an AoI. Evaluation is based on responsiveness to the AoI, technical merit, and price reasonableness, with final invoicing processed through the Wide Area Work Flow (WAWF) system.

Neutron Strategic Technology Advanced Research (Neutron-STAR) Advanced Research Announcement (ARA)
Solicitation # FA9453-23-R-A004
The Neutron Strategic Technology Advanced Research (Neutron STAR) Advanced Research Announcement (ARA), solicitation FA9453-23-R-A004, is an open call by the Air Force Research Laboratory (AFRL) Geo Space Division for innovative research and development to enhance national nuclear deterrence capabilities. Operating under the authority of 10 U.S.C. 4023 for experimental purposes, the program seeks white papers and proposals across five key topic areas: nuclear system development, systems integration, flight experimentation and evaluation, nuclear explosion monitoring, and nuclear command, control, and communication. The announcement is a hybrid, utilizing both open requests for white papers and individual solicitations, with the flexibility to use various award instruments including FAR-based contracts, Other Transaction (OT) agreements, and cooperative agreements. The submission process generally follows a two-step procedure where the government first requests unclassified white papers and Rough Order of Magnitude (ROM) cost estimates. Selected offerors are then invited to submit full technical and cost proposals. White papers are subject to strict formatting requirements, including a six-page limit, Times New Roman 12-point font, and a 500-word maximum abstract. Evaluation is based on a categorical ranking system, designating submissions as Best Value, Valuable, or Not Recommended for white papers, and Highly Recommended, Selectable, or Not Selectable for full proposals. Key administrative requirements include mandatory registration in the System for Award Management (SAM) and compliance with the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 regarding the disclosure of current and pending support. Due to the sensitive nature of the research, offerors must complete a Security Program Questionnaire and may be required to provide a mitigation plan for science and technology protection risks. While the overarching announcement has no fixed end date and submission dates are currently indefinite, the government encourages continuous monitoring of sam.gov for updates to topic areas and submission guidelines.

Automated Processes for Knowledge Discovery and Information Retrieval
Solicitation # FA875024S7006
The Department of the Air Force, through the Air Force Research Laboratory Rome Research Site, has issued Broad Agency Announcement FA8750-24-S-7006 to solicit innovative research for automated processes in knowledge discovery and information retrieval. The program seeks technologies capable of processing and exploiting multi-source, multi-domain data—including classified, open source, and non-traditional sources—to enhance Battlespace Awareness and automate analysis and decision processes across ground, air, maritime, space, and cyberspace domains. This open, two-step BAA is effective until September 9, 2029, with an estimated total funding ceiling of 99 million dollars. Individual awards typically range from 3 million to 35 million dollars with a performance period not exceeding 48 months. The acquisition process begins with the submission of three to five page white papers to the Technical Point of Contact, with suggested annual submission deadlines through November 2028 to align with fiscal year funding. Formal proposals are by invitation only. Awards may take the form of FAR-based procurement contracts, Other Transactions, or assistance instruments. Evaluation is based on technical merit and mission relevance, which are of equal importance, while cost realism is of less importance. Proposals must also pass security risk reviews and S&T protection requirements, including the submission of Standard Form 424 and a Security Program Questionnaire. Recent amendments have introduced requirements for Gold Standard Science implementation in accordance with Executive Order 14303 and updated guidance on the Federal Acquisition Supply Chain Security Act.

Full Description

Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Agency for Healthcare Research and Quality (AHRQ), intends to issue a sole source to: Advarra, Inc. 6940 Columbia Gateway Drive, Suite 110 Columbia, MD 21046 In accordance with the Federal Policy for the Protection of Human Subjects ("Common Rule"), HHS regulations 45 CFR 46 states that all federal funded research grants or projects must be reviewed by an institutional review board (IRB) and that the IRB must be registered with the Department of Health and Human Services (HHS) Office of Human Research Protections (OHRP). In order to remain in compliance with HHS regulations, Agencies with a federal wide assurance (FWA) must therefore designate and register at least one IRB with OHRP to perform the ethical review their research functions. Advarra (previously called Chesapeake IRB) has provided IRB review services for AHRQ intramural research activities since at least 2004. AHRQ would like to continue its association with Advarra due to their familiarity with health services research AHRQ intramural researchers conduct, from previous review of AHRQ studies. Due to the complexity of the issues related to the agencies' IRB review and human subjects applicability, in person interactions and meetings are sometimes required. In addition, the majority of AHRQ's, Advarra, Inc. has the credentials and qualifications required to review this unique database. A selection of another vendor could possibly delay the review of research projects and as a result of having to train a vendor about AHRQ's databases and research projects and ensure that they are knowledgeable regarding HHS federal regulations, 45 CFR 46, agency would not be able to continue with projects that they have been working on for years due to a lack of knowledge involving the projects by a new vendor selection. Consequently, all efforts in previous research could possibly be nullified. Research projects involving human subjects and/or patient identifiable data are required to be reviewed annually. This notice of intent is not a request for competitive proposals. A determination by the Government as to whether or not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Interested parties regarding this sole source action may contact the contract specialist, Bob Zuhlke, via email at Robert.Zuhlke@ahrq.hhs.gov no later than the time and date specified in the posting.
