AI Contract Overview
This contract specifies the procurement of an electrical insulating compound identified as a commercial off-the-shelf (COTS) item, with the part number 3145 RTV manufactured by DOW SILICONES CORPORATION and designated by NSN 5970011700869. The item is classified as a critical application product with a non-extendable Type I shelf life of six months, requiring a minimum of 85% remaining shelf life upon receipt by the first government activity. It is packaged and shipped in tubes (TU), each containing 3.0 ounces, with delivery required within 20 days FOB origin under solicitation SPE4A6-26-T-05ND. Packaging must comply with MIL-STD-2073-1E and DLA packaging requirements, including marking per MIL-STD-129 and special shelf-life labeling code 33. Palletization must adhere to DLA standards, and the unit of issue follows DoD authorization. The contract imposes strict technical and safety compliance measures, including adherence to the DLA Master List of Technical and Quality Requirements, configuration change management, and hazardous communication standards. Mercury and mercury-containing compounds are prohibited unless explicitly exempted for defined functional uses such as batteries or instruments, and portable fluorescent lamps or instruments containing mercury must include a secondary containment system per NAVSEA specifications. Sampling and inspection follow MIL-STD-1916 or comparable zero-based plans, with acceptance standards requiring zero non-conformances unless otherwise stated; critical, major, and minor attributes are verified at levels VII, IV, and II or corresponding AQLs of 0.1, 1.0, and 4.0. Safety Data Sheets and OSHA hazard warning labels must be reviewed and approved by technical personnel prior to contract award and submitted to the DLA Aviation HMIRS office. All deliveries are subject to destination inspection and acceptance, with no variance permitted in quantity. Cybersecurity requirements mandate CMMC Level 2 self-assessment, and covered defense information protocols apply. The point of contact for inquiries is Larry Ferguson of the ASC Commodities Division.
