The National Geospatial-Intelligence Agency (NGA) plans to issue a contract modification under FAR 8.405-6 to Progressive Technology Federal Systems (PTFS) for the Integrated Library System (ILS) Next / GeoSQRL Program. This contract, initially awarded in 2013 as a small business set-aside, encompasses discovery, collection, storage, and cataloging of both geospatial and non-geospatial data from a variety of sources and networks. The modification will extend support services including operation and maintenance (O&M) of GEOINT Research Centers, ongoing GeoSQRL software development, bug fixes, patches, and adaptive maintenance related to evolving user requirements and external dependencies. The required work involves specialized expertise in system engineering, software development, and program management, with an understanding of NGA testing protocols and interface standards. The anticipated contract modification will have a three-year performance period and is pursued as a logical extension of the original order to maintain efficiency, with PTFS identified as the sole source capable of fulfilling the requirements. While this notice is not a solicitation for competitive proposals, NGA welcomes capability statements and proposals from all interested parties for consideration, reserving the right to competitively procure if deemed appropriate. The contract is managed from the Department of Defense office in Springfield, VA, with Delphia P. Cooley serving as the Contract Specialist. The contract supports a total small business set-aside and aligns with NAICS code 519120.

Full Description

Under the authority of FAR 8.405-6, the National Geospatial-Intelligence Agency (NGA) intends to issue a modification to the Integrated Library System (ILS) Next / Geospatial Query Resource Locator (GeoSQRL) Program contract for additional services. The ILS Next / GeoSQRL contract covers the baseline for discovery, collection, storage, assessment, and cataloging of non-standard geospatial and non-geospatial source data, including open source and commodity data across multiple networks. ILS Next/GeoSQRL functionality was solicited and awarded as a small business set aside in March 2013 to Progressive Technology Federal Systems (PTFS), 7315 Wisconsin Avenue, Bethesda, MD 20814. The NGA believes PTFS is the only source reasonably available to satisfy the requirements. Pursuant to FAR 8.405-6(a)(1)(c), "In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order." The modification is to support the continuation of operation and maintenance (O&M) support of the GEOINT Research Centers (GRCs), continued GeoSQRL software releases, bug fixes, patches, and adaptive maintenance driven by external dependencies as well as user Concept of Operations (CONOPS) changes. The performance of work requires technical expertise and experience in System Engineering, Software Development, and Program Management along with experience and a thorough understanding in NGA test processes, interfaces, and formats. The period of performance for this requirement under the current contract will be for three (3) years. This notice is in accordance with FAR Subpart 5.2, and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
