Task Area 1: Integrated Logistics Support and Equipment Provisioning
2.0.1 Scope and Compliance. The Contractor shall provide business, inventory, and logistics support services in strict accordance with applicable directives, including the Financial Resource Management Manual-Procedures (FRMM-P), Electronics Manual, DHS Systems Engineering Life Cycle (SELC), and C5ISC Configuration and Change Management Policy. The Contractor must supply qualified personnel, supervision, and operational resources necessary to execute all assigned delivery orders under this contract.
2.0.2 Logistics Systems and Provisioning. The Contractor shall execute data entry, maintenance, and research within electronic supply and logistics databases, including the Fleet Logistics System (FLS), USCG NESSS, and DLA WebFLIS, utilizing both graphical and character-based interfaces. Responsibilities encompass managing parent/child Configuration Item (C/I) data, nomenclature development, Allowance Parts Lists (APLs), new item enrollment, existing C/I reprovisioning, and acquisition-focused market research for part replenishment and repair. Personnel must actively support configuration analyses to remediate supply chain discrepancies and optimize inventory posture.
2.0.3 Documentation and Technical Data Support. The Contractor shall collaborate with Subject Matter Experts (SMEs) to develop, evaluate, and revise comprehensive SELC and acquisition documentation. 2.0.4 Configuration Management Execution. The Contractor shall deliver CM planning, identification, change control, status accounting, and audit support. The Contractor must ensure only approved, validated modifications are incorporated into technical documents and software baselines. Support includes evaluating Engineering Changes (ECs) and providing independent assessments of technical data packages, job aids, and illustrated parts breakdowns.
2.1 Task Area 2: Business Management and Process Development
2.1.1 Business Management Support Services (BMSS). The Contractor shall provide non-inherently governmental BMSS directly supporting C5I command priorities, including DoD Enterprise Service Management Framework (DESMF) adoption, Mission Support Business Model implementation, and organizational change initiatives.
2.1.2 Process Analysis and Change Management. The Contractor shall evaluate current ("as-is") workflows to detect bottlenecks and redundancies, designing optimized ("to-be") processes using industry-standard modeling tools. The Contractor shall facilitate cross-functional stakeholder workshops, execute change management strategies to maximize user adoption, author Standard Operating Procedures (SOPs), and deliver comprehensive training materials.
