Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.

This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis from incumbent The MIL Corporation of 4000 Mitchellville Road, Bowie, MD 20716-3177 for 50,967 hours of Engineering and Technical Services along with associated Travel and Materials under contract N00421-09-C-0096 for the continuance of integrations and engineering services to meet the requirements for development, integration, and procurement support of mission systems integration for airborne and shipboard platforms in support of the Integrated Communications and Information Systems (ICIS) Division, through the Mission Systems Engineering Branch (AIR-4.5.10.3) while the follow-on contract is being completed. This acquisition covers an extended period of performance of approximately four months that will run from 16 January 2012 to 15 May 2012. This procurement is necessary as the current contract is scheduled to run out of ceiling 15 January 2012. Due to the ongoing nature of the projects currently being performed under contract N00421-09-C-0096 and the need to continue these services without a break in work, The MIL Corporation is the only practical source for providing the necessary continuation of these services until award of a competitive follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The incumbent contractor (The MIL Corporation) currently has fully trained personnel and a fully developed management system in place for execution of the required work. Resolicitation for the four month period would not only result in a break in service, but would incur excessive costs to the Government. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. For information contact Kristen Wahl, Code 2.5.1.2.2.3, via email: kristen.wahl@navy.mil. Per FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." The MIL Corporation is the sole source capable of providing these efforts without creating the impact on the fielded systems, sponsor schedules, project schedules, operations and operational readiness that would be caused by a break in service. It is unrealistic, from a technical and contractual perspective, to expect any other potential source to provide continued services for this short period of performance prior to the competitive contract being awarded. Because of the nature of this requirement and the impracticality and substantial costs the Government would incur and not recover through competitition, this will be procured on a sole source basis.

NAWCAD WOLF Identification Systems Technical Management Support Services RFO
Solicitation # N0042126R1023
Solicitation N0042126R1023 is a small business set-aside request for proposal issued by the Naval Air Warfare Center Air Division for Identification Systems Technical Management Support Services at the Webster Outlying Field. This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years. The requirement specifies a total of 430,070 direct labor hours to support the organic Lead Systems Integrator model across four core technical areas: technical management, budget execution and N-ERP support, material procurement, and data management, as well as graphics, media, and communications support for various major defense acquisition programs. The contract requires a hybrid work model with a mandate for three days of on-site performance per week at Patuxent River or St. Inigoes, Maryland. Award decisions are based on a non-price rating system where technical capabilities, evaluated through a sample task and key personnel resumes, and past performance are used to determine a highest evaluated threshold, with price serving as the final deciding factor among equal ratings. Contractors must comply with strict security standards, including NISPOM and CMMC requirements, and utilize the Wide Area WorkFlow system for electronic invoicing. Deliverables are managed through a formal Contract Data Requirements List, and performance is monitored via a systematic Contract Surveillance Plan and CPARS evaluations.
