The Government hereby submits a notice of intent to award an Indefinite Delivery/Indefinite Quantity Contract type to Operational Surveyors, Inc. The objective is to acquire Intelligence staffing support services for meeting ASPR's mission, daily functions, and partner engagement functions to respond to 21st-century public health and medical emergencies and threats. Specifically, the Intelligence staff will support administrative, project/program management, and analytical services to identify and develop appropriate lines of effort to mitigate key risks, threats, and vulnerabilities to the agency's ability to remain prepared and, when needed, provide appropriate responses. The individual Task Orders will be executed during this contract in response to a public health emergency that is determined by the Department of Health Administration for Strategic Preparedness and Response (ASPR). The period of performance for this effort will be a 10-month base period and 2 12-month option periods after the contract award. The total estimated value is not to exceed $3.5M. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This hereby constitutes a synopsis of the options included in this requirement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the national solid waste recycling measurement initiative. The determination not to compete in this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. Potential sources who believe they can provide the services listed above are invited to submit specific capabilities for this requirement to the identified point of contact, alan.jackson@hhs.gov and courtesy copy ashlie.evans@hhs.gov on or before September 11, 2022, and 4 PM EST. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
