Maricopa County Department of Transportation (MCDOT) is initiating the Intelligent Transit and Freight Signal Priority Project (iTSP), a pilot program aimed at enhancing traffic management through connected vehicle technology in the metropolitan Phoenix area. Building on years of testing in Anthem, Arizona, the project will equip three roadway corridors with connected vehicle infrastructure at existing traffic signals and on transit and freight vehicles. The system will utilize the Multi-Modal Intelligent Traffic Signal System (MMITSS) to provide Freight Signal Priority and Transit Signal Priority, with the goal of improving system efficiency and performance for freight and transit operations over time. Vendors interested in participating must submit their bids exclusively through PeriscopeS2G by December 3, 2024, with all relevant forms reviewed beforehand. The award process is at the discretion of the county and may be granted wholly or partially to one or multiple vendors. Additionally, vendors eligible for the Maricopa County Small & Local Certification are encouraged to submit the necessary attestation forms along with their bid. The project’s contract value is estimated to range between five and fifteen million dollars, with the work conducted within Arizona, focusing on advancing connected vehicle applications for urban traffic management.

INTENT: The Maricopa County Department of Transportation (MCDOT) has experimented with connected vehicle (CV) technology for several years in their testbed located in Anthem, Arizona. In an effort to bring that experience and technology to a more urban environment, MCDOT is proposing a pilot CV project utilizing known transit and freight routes within the metropolitan Phoenix area. This effort, the “Intelligent Transit and Freight Signal Priority Project” (iTSP), will outfit three separate roadway corridors with CV technology at existing traffic signals and corresponding equipment on transit and freight vehicles. With this equipment in place, the project will utilize the Multi-Modal Intelligent Traffic Signal System (MMITSS) traffic signal priority application to provide Freight Signal Priority (FSP) and Transit Signal Priority (TSP) and evaluate the impact upon freight and transit system performance over time.
