The Fleet and Industrial Supply Center (FISC) San Diego is planning to award a sole source, firm fixed price contract to LaVision Inc. for the procurement of specialized equipment to support the Naval Postgraduate School's study on shipboard qualifications for alternative fuels under a NAVSEA standard work package. The contract includes the purchase of an IRO 25 Intensified Relay Optics unit with specific features such as a 25mm image intensifier and a high repetition rate, a camera lens filter designed for laser-induced fluorescence of fuels, and a Spray Geometry Software Package suited for detailed analysis of spray patterns. This procurement is conducted under FAR Part 12 for commercial items, and the government intends to negotiate exclusively with LaVision Inc. under FAR 6.302-1, reflecting a non-competitive acquisition based on the unique capabilities of the supplier. Interested parties capable of meeting the requirements were invited to express their intent by a specified deadline in 2011, although this notice was not an invitation for competitive proposals. Responses will be considered solely to determine whether to conduct a competitive procurement. The contract falls under NAICS code 334519, and contractors must be registered in the Central Contractor Registration (CCR) to be eligible. Communications about the contract were strictly to be channeled to the designated Contract Specialist via email. This procurement aims to ensure continuity and compatibility with existing software systems, enhancing the Naval Postgraduate School’s research and operational capabilities regarding alternative fuel applications on naval vessels.
