The Government is providing advanced notice regarding its intent to issue a Request for Project Proposals (RPP) to support Ground Robotics research, specifically targeting Counter Tunnel Exploitation, Mapping, and Characterization. This notification is for planning purposes only and does not constitute a solicitation or guarantee of award. The initiative is connected to an existing Other Transaction Agreement established in 2007 with the Robotics Technology Consortium, a group formed following the Ground Robotics Industry Day in 2008. Multiple project awards are expected to be made to Consortium members in response to the forthcoming RPP. The upcoming RPP, identified by solicitation number W15QKN-08-9-0001-RPP12, will be issued through the Consortium’s Administrative Agent—the National Center for Manufacturing Sciences—which will then distribute the request to its members. The Department of Defense, through its office at Picatinny Arsenal, New Jersey, manages this effort. Interested parties are encouraged to engage with the Robotics Technology Consortium to gain insight into participation opportunities and membership details. The overall goal is to foster collaboration and innovation in ground robotics research aligned with the Government’s strategic needs.

This is not a Request for Project Proposals, but for planning purposes only. Aproject award will not be awarded from this announcement. The Government intends to announce a Request for Project Proposals for execution of a project award in support of Ground Robotics related research areas. The purpose of this announcement is to provide members of the Robotics Technology Consortium, and industry in general, advanced notification of Government intent. In December 2007, the Government announced its intent to enter into an Other Transaction Agreement with one (1) consortium in support of Ground Robotics related Research and Development projects. As a result of the Ground Robotics Industry Day in January 2008, one (1) consortium formed, the Robotics Technology Consortium. It is the intent of the Government to make multiple project awards to the members of the Robotics Technology Consortium as a result of member project proposals submitted via the Request for Project Proposals. The anticipated Research Area for which project proposals will be sought is as follows: Counter Tunnel Exploitation, Mapping, and Characterization. The Request for Project Proposals (W15QKN-08-9-0001-RPP12) will be issued to the Robotics Technology Consortiums Administrative Agent, the National Center for Manufacturing Sciences, who will then issue the request to the members of the Consortium.
