SUBJECT:   Intent to Award Sole Source


  1. The 436th Contracting Squadron, Dover AFB, DE intends to award a sole source, firm-fixed definitive contract to the original equipment manufacturer, ADB Safegate Americas LLC, for the procurement and installation of an Airfield Lighting Control and Monitoring Systems ACE-3 upgrade. The service includes the delivery of ACE equipment, project submittals, production, Factory Acceptance Testing, and on-site commissioning provided by ADB Safegate. ADB Safegate Americas LLC (CAGE: 5ED70 / UEI: K6QLEQBN38L9), has been verified via SAM.gov as an other than Small Business under the assigned service NAICS code 488119 (Other Airport Operations) with a size standard of $40M.

The statutory authorities which permit other than full and open competition for this acquisition are 10 U.S.C. 3204 and 41 U.S.C. 3304, as implemented by RFO 6.103-1. This authority is supported by an approved Single Source Justification. It is the Government’s intent to proceed with this single-source action. 


THIS NOTICE OF INTENT IS NOT A SOLICITATION, REQUEST FOR PROPOSAL, OR A REQUEST FOR QUOTATION. A solicitation package will NOT be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Information received in response to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement in the future is in the best interest of the Government. All information submitted should support the offeror’s capability to provide the services required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror’s capability to provide these services. Verbal responses are not acceptable and will not be considered. Responses and questions shall be received via email to Ms. Angela Nartowicz, angela.nartowicz.1@us.af.mil NLT 11 September 2026.


Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this intent to award until funds are available. The Government reserves the right to cancel this post, either before or after the closing date. In the event the Government cancels this post, the Government has no obligation to reimburse an offeror for any costs.
