The US Army Natick Soldier Center plans to award a sole source contract to RO-59, Inc., based in Stoughton, MA, for the optimization of their RO-59 WP mildew-inhibiting coating, intended as a replacement for the discontinued copper 8 product. This coating is an aqueous-based solution specifically designed to protect cotton webbing used in military applications such as soft shelters, parachutes, clothing, and truck covers. RO-59 is uniquely positioned as the only vendor able to provide an EPA-approved coating that meets all military standards. The contract will involve collaboration with webbing manufacturers to optimize the application process and integrate it into existing military production lines. The company will also supply specific coating formulations to the Natick Soldier Center to enable the development of appropriate quality control methods. The sole source justification hinges on RO-59's proprietary technology and manufacturing capability, which are necessary to produce a military-compliant product. This contract is not open for competitive bidding, although comments regarding the intent to award will be accepted within five days of the announcement's publication, with the government retaining discretion over whether to pursue competition. The contract falls under NAICS code 325510, and inquiries regarding this announcement are to be directed to David Mark at the Natick Soldier Center by a specified deadline. The initiative underscores the importance of rapidly replacing a discontinued product critical to military equipment performance while ensuring compliance with regulatory requirements.
