The VA Medical Center in Hampton, Virginia, plans to acquire a 610TR Flow Scintillation Analyzer from PerkinElmer as a sole source procurement specifically for use at the VA Medical Center in Durham, North Carolina. This instrument is unique in its ability to detect tritium at ultra-low levels, which is critical for measuring trace amounts of tritium-labeled compounds separated by HPLC in the laboratory. The equipment must be identical to the model already in use for assay validation, ensuring consistency in testing protocols. The procurement falls under NAICS code 334519, and the government will negotiate exclusively with PerkinElmer under FAR 6.302 authority, with no solicitation issued. Interested parties that believe they can provide the required equipment are invited to submit information about their capabilities by 4:00 pm EST on December 27, 2004; however, this is simply to assess if competition is feasible and carries no obligation for the government. The acquisition will follow simplified procedures, with the award anticipated on December 30, 2004. The government reserves the right to proceed without competition based on the responses received, and will not accept inquiries via telephone or fax.
