AI Contract Overview

The contract involves a planned sole source agreement between the Naval Air Systems Command (NAVAIR) Orlando Training Systems Division and Battelle Memorial Institute (BMI) for the design and fabrication of a Whole System Live Agent Testing (WSLAT) fixture. This fixture is intended to be developed within the Material Test Facility at Dugway Proving Ground and will be used to test the Joint Biological Point Detector System (JBPDS) for its capability to detect live biological agents. The testing requirement stems from a directive by the Director of Operational Test and Evaluation, mandating that the complete JBPDS system must be challenged with live agents before approval for full rate production. The WSLAT fixture will be designed to contain and safely disseminate Biosafety Level 3 live agents and accommodate the full JBPDS system within its specified dimensions. Despite the initial intent, the solicitation for this contract has been postponed indefinitely, and NAVAIR Orlando has decided not to take further action on this effort. The project was estimated to span 24 months with a total value of approximately $14.2 million. BMI was selected as the sole source contractor due to its unique expertise and prior experience necessary for designing and fabricating the complex WSLAT system, which would serve a critical function in advancing the JBPDS program in compliance with operational testing requirements.

THIS SOLICITATION HAS BEEN POSTPONED INDEFINITELY. NO FURTHER ACTION WILL BE TAKEN ON THIS EFFORT BY NAVAIR ORLANDO TRAINING SYSTEMS DIVISION.NAVAIR Orlando Training Systems Division intends to negotiate and award a sole source contract to the Battelle Memorial Institute (BMI), Columbus, Ohio, for the design and fabrication of one Whole System Live Agent Testing (WSLAT) fixture. Under the proposed contract, BMI will design the WSLAT fixture and then fabricate it inside the existing Material Test Facility (MTF) at Dugway Proving Ground (DPG). The WSLAT fixture will be used to challenge the Joint Biological Point Detector System (JBPDS) to confirm its ability to identify a select group of live biological agents. The JBPDS is the first DoD detector system that has been required to have the complete system challenged by live agents before it will be approved for Full Rate Production (FRP), imposed by a memorandum from the Director of Operational Test and Evaluation (DOT&E). The WSLAT fixture will have inner dimensions large enough to be able to house a complete JBPDS system (approximately 42 inches wide, 16 inches deep , and 58 inches tall) and will disseminate and contain up to BL-3 live biological agents. The WSLAT system is being proposed to address the immediate need imposed by the DOT&E for the JBPDS program. The proposed WSLAT system will be self contained in the Closed System Chamber room of the MTF at DPG. The anticipated period of performance is 24 months with an estimated value of $14.2M. Only BMI possesses the unique knowledge and experience required for the type of technology necessary to design and fabricate the WSLAT system.
