The National Institutes of Health intends to sole source the 10X Genomics 5' v2 Kit from 10X Genomics, Inc. under FAR 6.302-1 due to the proprietary nature of the reagent set, which is exclusively compatible with the 10X Genomics Chromium platform and has no feasible alternatives. This acquisition is critical to the Early Detection of Lung Diseases project, where the kit enables high-resolution single-cell and multiomic analyses essential for identifying early biomarkers and understanding molecular mechanisms of infectious and noninfectious lung diseases. The procurement ensures data integrity, reproducibility, and experimental continuity across ongoing and future research efforts, as substitutions are prohibited due to technical incompatibility. The estimated value is $24,150.17, and a 25% discount from the vendor supports the determination of fair and reasonable pricing. A Notice of Intent was issued with a response deadline of May 21, 2026, at 12:00 PM Eastern Time, and any responsible source may submit a capability statement via email to valerie.gregorio@nih.gov with the solicitatation number NOI-CC-OLAO-26-005835 in the subject line. The government retains full discretion to proceed without competition regardless of responses received. Delivery is required to the NIH Clinical Center in Bethesda, Maryland, with no packaging, marking, or inspection criteria specified beyond the technical requirement that the product meet its intended function. The acquisition falls under NAICS code 334516, is administered by the Department of Health and Human Services with agency code 7529, and is not subject to set-asides, subcontracting limitations, security clearances, or contract options. No formal evaluation factors, contract clauses, or detailed payment instructions are included, as this is a justification notice rather than a solicitation.

Acquisition Description:

The National Institutes of Health requires the procurement of the 10X Genomics 5' v2 Kit to support the Early Detection of Lung Diseases (EDLI) project. This kit is a specialized reagent set designed exclusively for the 10X Genomics Chromium platform/instrument, enabling cutting-edge single-cell and multiomic analyses.

The 5' v2 Kit facilitates high-resolution gene expression profiling, immune repertoire analysis, and other advanced applications critical to identifying early biomarkers and understanding the molecular mechanisms of infectious and noninfectious lung diseases. These capabilities are essential to achieving the EDLI project’s objectives, which aim to advance diagnostic and therapeutic strategies for lung health.

This acquisition includes proprietary reagents, consumables, and supporting components optimized for use with the Chromium platform. The compatibility and precision of the 5' v2 Kit are necessary to ensure data integrity, reproducibility, and experimental consistency across ongoing and future studies.

The statutory authority for this sole source requirement is 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements.
