The U.S. Army Contracting Command at Aberdeen Proving Ground plans to award a firm fixed-price contract to Battelle Memorial Institute for up to three years—comprising a one-year base period and two one-year option periods. This contract supports the Aberdeen Test Center by providing specialized explosive test support for live fire aircraft vulnerability and blast effects measurement tests. Services include blast response measurement, test planning, documentation, and analysis of test results. The contract is a continuation of prior work performed under contract W91CRB-15-P-0042 and is awarded on a sole source basis, justified by Battelle’s unique expertise, technology, and capabilities, which are critical to avoid delays and duplication of costs in meeting the Government’s mission requirements. The acquisition is authorized under statutory authority allowing limited competition due to there being only one responsible source capable of providing these specialized services. This sole source approach ensures uninterrupted support for ongoing critical test activities at the Aberdeen Test Center. The contract reflects the importance of maintaining continuous collaboration with Battelle to support the Government’s objectives in aircraft vulnerability testing and blast effect evaluation, emphasizing the necessity of their proprietary knowledge and resources. The contracting office managing this award is located at Aberdeen Proving Ground, Maryland, with Alexandra C. Bryant serving as the point of contact.
