The Bureau of Reclamation's Acquisition Operations Group in Denver, Colorado, intends to negotiate a single-source contract with Quest Government Services Inc. for IT data communications services needed to support the Denver Corporate Office and various regional offices across the Continental United States. While most communication services will eventually transition to the GSA Networx Universal contract, certain local services—such as PRI circuits—and services to remote locations with limited carrier infrastructure will remain outside of that contract and require direct sourcing. The services under this contract aim to maintain operational, managerial, and information management functions within the Bureau, in line with their data communications requirements. This acquisition is being pursued under statutory authority allowing for non-competitive contracting due to there being only one responsible source capable of fulfilling these requirements. Although this notice is not a request for proposals or competitive quotes, responsible entities may submit technical capability statements and business profiles to the designated Contract Specialist by a specified deadline to support future market research. The Contracting Office retains discretion to either proceed with single-source negotiations or open competition based on any information received. The contract pertains to solicitation number 140R8120Q0322, associated with NAICS code 517312, and is managed through the Denver Federal Center.
