SPECIAL NOTICE/SOLE SOURCE


The Billings Area Indian Health Service hereby submits a notice of intent to award a sole source, firm fixed price Base Plus Four Option Year Contract for a commercially available off the shelf (COTS) reagents supply agreement to QUIDELORTHO SALES COMPANY, LLC, a large business; Period of Performance will be from September 05, 2026 through September 04, 2027 and each option year to start on the 5th of September of each year and run until September 4th of each year.


The Contract is to provide a firm fixed price reagent supply agreement for QUIDELORTHO Ortho Vision reagents manufactured by QUIDELORTHO SALES COMPANY, LLC located at the Crow Service Unit (CSU), Crow Agency Montana; The total estimated value of the Contract is estimated to be around $140,000.00; This sole source contracting action is pursuing a waiver from competing this requirement based upon the application of FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements and is based upon market research; This is based upon intellectual property copyright holder of the QUIDELORTHO Ortho Vision  owned by the company.


Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of agency standardization, data center standardization, and network security;
The determination not to compete this proposed contract action is solely within the discretion of the Government.
