NOTICE OF INTENT TO SOLE SOURCE TO MP MACHINERY AND TESTING LLC The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with MP Machinery and Testing LLC, under the authority of FAR 13.106-1(b) Soliciting From a Single Source, a Wave length Measurement System with the following specifications: NIST requires a contractor that has design knowledge for the instrumented strikers that have been used to collect previous data in the NIST Charpy Program. The four existing strikers were design for use with Tinius Olsen Charpy model 74 and 84 impact machines (358 J and 407 J), a model 9000 MP Machinery Charpy machine (900 J), and a model 8000 MP Machinery (with two different striker geometries). We now require an instrumented striker to be designed and built for a Tokyo Koki 359 J machine that is fully consistent with the design and performance of the instrument strikers that we now use. The services required include: -Design an instrumented striker for our Tokyo Koki Charpy impact machine that performs in a manner very similar to our two existing strikers (on other Charpy impact test machines). -Produce the instrumented striker. -Submit the instrumented striker for acceptance testing, and documentation of strain gage type and position. Based on market research, NIST has not identified any other sources that can provide the required product. If NIST identifies no other capable sources by September 10, 2012, NIST will issue a firm-fixed price purchase order on or about September 10, 2012 to MP Machinery and Testing LLC (a small business). Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. The North American Industry Classification System (NAICS) code for this acquisition is 332999, and the size standard is 500 employees. A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ). No solicitation package will be issued. Inquiries will only be accepted via e-mail to christine.rogge@nist.gov. No telephone requests will be honored.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
