NIH NIAID Genedata Analyst bioinformatics software program
Solicitation # 7571TE26Q00254
The Department of Health and Human Services, through the Office of Mission Acquisition Solutions on behalf of the National Institutes of Health and the National Institute of Allergy and Infectious Diseases, intends to award a firm-fixed-price contract to Genedata (USA), Inc. for a 12-month renewal of the Genedata Analyst bioinformatics software. This acquisition is conducted under FAR Part 12 for commercial products and FAR Part 6.103-1, identifying Genedata as the only responsible source capable of meeting the requirements. The software is essential for the Viral Pathogenesis and Evolution Section to maintain continuity in its research on respiratory viral disease, vaccine development, and antiviral therapies, specifically by utilizing over 100 million historical gene-expression data points. Genedata Analyst provides critical capabilities for the statistical modeling of multi-omics data, including linear and nonlinear normalization methods such as LOWESS and Quantile Normalization. The software supports advanced analytical functions including parametric and non-parametric testing, mixed linear models, Principal Components Analysis, and machine learning tools like Decision Trees and Partial Least Square analysis. Additionally, it offers interactive visualization tools such as heat maps, scatter plots, and tree maps to support the identification of biomarkers and biological network characterization. The government is seeking capability statements from interested parties by September 14, 2026, to determine if a competitive procurement is warranted.

The National Oceanic and Atmospheric Administration intends to award a sole-source purchase order to Echoview Software Pty Ltd for Echoview Analysis Suite Cloud Licenses under FAR 6.103-1, as this software is the only tool capable of meeting the agency’s specialized requirements for processing and analyzing fisheries acoustic data across all regional science centers. Echoview is the standardized platform used for both crewed and uncrewed vessel surveys, and the transition to cloud-based data management specifically requires its cloud-computing capabilities to maintain continuity with decades of existing data and established workflows. The contract includes a one-year base period and four one-year option periods, with no set-aside designated, and falls under NAICS code 513210 for Software Publishers. This is not a competitive solicitation, and no procurement will be opened on SAM.gov. Interested parties must submit a written affirmative response within 14 calendar days of the notice date, demonstrating a comprehensive understanding of the requirement and a verifiable ability to integrate with current Echoview software and cloud services, including compatibility with legacy data and existing workflows. Responses must include a capabilities statement sufficient for agency evaluation and must be received by 2:30 p.m. Pacific Standard Time on July 28, 2026, via email to the designated Contracting Officer. Failure to provide adequate documentation will result in the government proceeding with the sole-source negotiation as planned, and the decision to maintain the non-competitive approach rests solely with the agency.

National Oceanic and Atmospheric Administration (NOAA), Acquisition & Grants Office, Western Acquisition Division, hereby gives public notice of the intent to negotiate a sole-source purchase order pursuant to the authority of RFO FAR 6.103-1, as the supplies required by the agency are available from only one responsible source through Echoview Software Pty Ltd and no other provider will satisfy agency requirements. FAR 6.103-1 and 41 U.S.C. § 3304(a)(1) establishes authority for the government to seek post-processing hydroacoustic data from Echoview Software Pty Ltd.   The acquisition is for Echoview Analysis Suite Cloud Licenses. The procurement period of performance includes one (1) Base Year and four (4) 1-year Option Periods.

No set aside is to be used for this sole source requirement. The associated NAICS code is 513210, Software Publishers.

The requirement is for Echoview software cloud licenses to facilitate the processing and analysis of fisheries acoustic data. Since Echoview is the standardized tool for data processing across all regional science centers during living-marine resource and research surveys on both crewed and uncrewed NOAA and non-NOAA vessels, the transition to cloud-based data management necessitates integrating Echoview’s cloud-computing capabilities. Therefore, the Government intends to negotiate a purchase order with Echoview Software Pty Ltd.

This is not a solicitation for competitive quotes, nor will one be posted on SAM.gov. Responses to this notice must be provided within fourteen (14) calendar days from the date of this notice. Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. All written responses must include a capabilities statement that determines the ability to be compatible with existing Echoview software and cloud services that contains the decades of data and its current workflow. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 2:30 P.M. Pacific Standard Time, July 28, 2026. The responses must be submitted via e-mail to the Contracting Officer, Carina Topasna, at Carina.Topasna@noaa.gov.
