National Oceanic and Atmospheric Administration (NOAA), Acquisition & Grants Office, Western Acquisition Division, hereby gives public notice of the intent to negotiate a sole-source purchase order pursuant to the authority of RFO FAR 6.103-1, as the supplies required by the agency are available from only one responsible source through Echoview Software Pty Ltd and no other provider will satisfy agency requirements. FAR 6.103-1 and 41 U.S.C. § 3304(a)(1) establishes authority for the government to seek post-processing hydroacoustic data from Echoview Software Pty Ltd.   The acquisition is for Echoview Analysis Suite Cloud Licenses. The procurement period of performance includes one (1) Base Year and four (4) 1-year Option Periods.

No set aside is to be used for this sole source requirement. The associated NAICS code is 513210, Software Publishers.

The requirement is for Echoview software cloud licenses to facilitate the processing and analysis of fisheries acoustic data. Since Echoview is the standardized tool for data processing across all regional science centers during living-marine resource and research surveys on both crewed and uncrewed NOAA and non-NOAA vessels, the transition to cloud-based data management necessitates integrating Echoview’s cloud-computing capabilities. Therefore, the Government intends to negotiate a purchase order with Echoview Software Pty Ltd.

This is not a solicitation for competitive quotes, nor will one be posted on SAM.gov. Responses to this notice must be provided within fourteen (14) calendar days from the date of this notice. Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. All written responses must include a capabilities statement that determines the ability to be compatible with existing Echoview software and cloud services that contains the decades of data and its current workflow. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 2:30 P.M. Pacific Standard Time, July 28, 2026. The responses must be submitted via e-mail to the Contracting Officer, Carina Topasna, at Carina.Topasna@noaa.gov.

Notice of IntentThe U.S. Coast Guard intends to award a sole-source, firm-fixed-price contract to ORCA3D, LLC for the delivery of the Orca3D Marine CFD Premium plug-in, a specialized software tool designed to enable naval architects within the Coast Guard’s Engineering Services Division to perform design and hydrodynamic analysis directly within the Rhino platform. The Government has determined that ORCA3D is the only responsible source capable of meeting this requirement, as no other commercial offering provides the same tailored capabilities necessary for mission-critical marine design work. This action is justified under RFO FAR 6.103-1 and statutory authority 10 USC 3204(a)(1), which permit non-competitive acquisition when only one source can satisfy the agency’s needs. The contract is classified under NAICS code 513210 with a small business size standard of $47 million and utilizes Product Service Code 7A21. The acquisition is not open to competitive bidding, and no formal solicitation will be issued; however, interested parties may submit evidence demonstrating that competition would be feasible, cost-effective, and not detrimental to mission objectives before the response deadline of August 1, 2026. All such submissions must clearly establish that alternatives exist and can meet the technical and operational requirements without delay or added risk. The Contracting Officer, Joshua Richardson, is the sole point of contact for inquiries, accepting communications only via email at joshua.c.richardson2@uscg.mil, while technical questions should be directed to Michael M. Nader. The work will be performed at Curtis Bay, Maryland, with no set-aside designation despite the listing indicating a Total Small Business Set-Aside, as the procurement is explicitly sole-source. The total estimated value is not disclosed, and no costs will be reimbursed for responses to this notice.

WORKSHOP MEETING SUPPORT SERVICESThe National Oceanic and Atmospheric Administration’s Southwest Fisheries Science Center intends to award a sole source purchase order to Hubbs-Sea World Research Institute to provide workshop meeting support services for the 5th Seriola Workshop, to be held at the HSWRI facility. This decision is based on the unique capability of HSWRI to host the event, as it is the only organization with a fully operational, large-scale aquaculture facility capable of delivering the hands-on, in-person experience critical to the workshop’s educational objectives, including facility tours, operational comparisons, and infrastructure demonstrations. Without this specific infrastructure, the core value of the workshop would be lost, justifying the use of a sole source procurement under FAR 6.103-1. The period of performance extends from the date of award through February 8, 2027, and the contract is associated with the NAICS code 531120. All contractors must be registered in the System for Award Management (SAM), requiring a valid Tax ID, CAGE code, and a Unique Entity Identifier, all obtainable at no cost through SAM.gov. The presolicitation notice, issued on July 17, 2026, is not a request for competitive proposals, but firms wishing to challenge the sole source determination may submit substantiating documentation or requests for additional information in writing to Kimberla Fairley by July 27, 2026. Oral communications are not accepted, and all electronic correspondence must include the subject line: Announcement Number: 143051-26-0075, Project Title: NOAA NMFS SWFSC Seriola Workshop. The government retains sole discretion to decide whether to proceed with a competitive or non-competitive acquisition based on responses received.
