Iowa Industry to Classroom Academy CTE Teacher Mentoring Grant Program
Solicitation # 685608
The Iowa Industry to Classroom Academy is a pilot mentoring program launched by the Iowa Department of Education to recruit and retain career and technical education teachers transitioning directly from industry. The program pairs new or emerging CTE teachers, who possess specialized industry skills but lack formal pedagogical training, with experienced mentors for two years. This collaboration is designed to reduce professional isolation and help mentees progress from an initial CTE Authorization to a full five-year authorization. The initial pilot focuses on Family and Consumer Sciences teachers before expanding to all CTE content areas. The program is built upon four pillars: educator retention, instructional excellence, educator well-being, and continuous reflective practice. Over the two-year cycle spanning 2026 to 2028, mentees must complete six core pedagogy areas, including human relations, CTE teaching methods, and curriculum development. Financial support includes a 1,000 dollar total tuition and fee reimbursement for mentees and a 4,000 dollar total stipend for mentors. Additional reimbursements are available for travel, meals, lodging, and substitute pay. Participants are required to engage in monthly meetings, classroom observations, and a capstone project, while maintaining strict confidentiality regarding program interactions. Mentees' districts serve as fiscal agents to manage grant funds via IowaGrants.

The U.S. Department of Homeland Security, through FEMA's Emergency Management Institute, intends to award a sole-source contract to the American Council on Education for the review of Resident and Field courses. The primary goal is to determine the eligibility of these courses for inclusion in the National Guide for Education Credit for Training Programs, ensuring that EMI training aligns with national college-level academic standards. This initiative allows students enrolled in university degree programs to apply ACE recommendations as academic credit, thereby supporting career development and enhancing the academic status of the curriculum. This procurement is being conducted under the Simplified Acquisition Procedures of FAR Part 13. While the government intends to negotiate exclusively with the American Council on Education, interested parties were given a window to respond by April 23, 2010, to demonstrate their capabilities and qualifications. The final decision to proceed with a sole-source award or move toward a competitive procurement remains at the sole discretion of the government.
