The Federal Bureau of Investigation intends to award a sole-source, firm-fixed-price contract to Perimeter AI Inc. (dba Echo54) for the procurement of Echo-54 Indoor People Sensors valued at $72,000.00, under the authority of FAR 6.302-1, which permits non-competitive procurement when only one responsible source exists capable of meeting agency requirements. These sensors are critical for deployment at FBI Redstone Arsenal in Huntsville, Alabama, and must integrate flawlessly with existing security and telecommunications infrastructure without any modifications to mounting brackets, wiring, or systems. Each sensor must mount directly onto the FBI’s standard octagon brackets, include built-in end-of-line resistors for electrical compatibility, match the precise detection performance of sensors currently in use, and feature a black cosmetic finish to maintain visual consistency across the installation environment. Market research has confirmed that no other vendor can meet all these technical, operational, and aesthetic requirements simultaneously without introducing risk, additional hardware, or retraining. The FBI has issued this notice not as a solicitation for competitive bids but as a pre-award notice to allow other potential vendors the opportunity to submit capability statements demonstrating full technical equivalence to Echo54’s product by the July 17, 2026 deadline. Submissions must be emailed to Justin Little, the Contract Specialist, and must conclusively prove compliance with all five mandatory criteria: direct mounting without modifications, integrated EOL resistors, performance parity, seamless system integration with no operational disruption, and the black color specification. Responses will be reviewed under the agency’s sole discretion, with no assurance of contract award or even evaluation if the requirements are not fully met. No formal contract clauses, line-item pricing, packaging specifications, or representations from the vendor are included in the notice, nor are any set-asides or socioeconomic qualifications applicable, as the procurement is strictly justified on the grounds of unique technical compatibility. The contract will be awarded only if no other entity can satisfy all requirements, and the delivery location is fixed at Building 7420 at Redstone Arsenal.

Design-Build of a Tier II Mobile Command Post Vehicle (MCPV) Trailer
Solicitation # 15F06726R0000194
The Federal Bureau of Investigation is seeking a single-award, Firm-Fixed-Price, Indefinite-Delivery/Indefinite-Quantity contract for the design, engineering, manufacturing, and production of Tier II Mobile Command Post Vehicle (MCPV) systems. These systems consist of custom-integrated gooseneck trailers and compatible Class 4 prime hauler vehicles designed to support command, control, communications, and computer (C4) operations. The acquisition follows a phased design-build approach, requiring the contractor to produce a production-representative first article to establish a configuration baseline before proceeding to full-scale production. The government anticipates ordering approximately thirteen MCPV trailer systems and associated haulers over a contract period consisting of one base year and four option years, with a maximum contract value not to exceed $15,000,000. Award will be based on best value, with non-price factors weighted significantly more than price. Technical evaluation focuses on the proposed concept, engineering feasibility, and production capability, with a mandatory pass/fail requirement for ISO 9001 certification. The contractor is responsible for comprehensive lifecycle support, including integration of government-furnished equipment, technical documentation, and warranty administration. All deliverables must meet strict technical specifications and be verified through a Master Requirements Traceability Matrix. Administrative requirements include electronic invoicing via the Invoice Processing Platform and the protection of controlled unclassified information. Proposals must be submitted in four distinct volumes, adhering to strict page limits and native Excel format requirements for pricing and traceability matrices.
