The Federal Bureau of Investigation (FBI), Finance and Facilities Division, Procurement Section, intends to award a sole‑source Firm‑Fixed‑Price contract to:

This requirement is for the procurement of Echo‑54 Indoor People Sensors, which are specialized motion detection devices used within existing FBI security and telecommunications systems at Redstone Arsenal. These sensors MUST:


-Mount directly into existing octagon mounting brackets with no modifications required;


-Include built‑in end‑of‑line resistors for compatibility with deployed infrastructure;


-Match the detection performance characteristics of sensors already installed at FBI Redstone Arsenal;


-Must meet a new cosmetic color specification (Black) for installation environment aesthetics.


The estimated value of this procurement is $72,000.00.


The FBI intends to negotiate solely with Perimeter AI Inc. under the authority of:


FAR 6.302‑1 — Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.


Market research confirms Echo54 is the only responsible source capable of meeting all required compatibility, performance, installation, and cosmetic specifications without system modification, additional hardware, retraining, or operational risk. However, interested parties may submit capability statements for the Government’s consideration. To be considered, vendors must demonstrate the ability to provide fully compatible and functionally equivalent sensors that:


-Mount directly to existing FBI octagon brackets without any modification,


-Include built‑in EOL resistors,


-Match Echo‑54 detection performance,


-Integrate with existing Redstone systems without additional hardware, rewiring, or retraining,


-Meet the required cosmetic color (Black).


Only capability statements demonstrating full compatibility with existing infrastructure will be reviewed.


A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the FBI. No contract will be awarded based on responses to this notice. This notice is published in accordance with FAR Part 5.
