INTENT TO SOLE SOURCE OEM JOHNSON CONTROLS VIDEO SURVEILLANCE AND EQUIPMENT MAINTENANCE

The Navy’s Fleet Logistics Center Puget Sound intends to sole source a firm-fixed-price service contract to OEM Johnson Controls Security Solutions LLC for Video Surveillance and Equipment Maintenance at the OCHR Silverdale Operations Center in Washington. The requirement covers annual intrusion monitoring and comprehensive maintenance services, including parts replacement, for an existing security infrastructure centered on the Intrusion DMP XR System, CCURE Site Server with five CAC readers, control panels, power supplies, alarm communicators, and associated wiring and connections. The base performance period runs from September 30, 2026, to September 29, 2027, with four sequential one-year option periods extending through September 29, 2031, for a total potential contract duration not to exceed five years. This action is sole sourced due to the proprietary nature of the software and system integration required to maintain the legacy Johnson Controls security platform, and all responses will be evaluated solely to determine whether a competitive approach is warranted. Offerors must be registered in the System for Award Management and provide their CAGE code, business size classification per NAICS code 561621, and complete contact information; failure to quote the full scope of work will result in an unacceptable determination. Evaluation will prioritize price reasonableness and past performance as part of responsibility determination under FAR 12.203, with award expected in July 2026. Performance must meet strict service level standards: all services must be performed promptly 100% of the time, and any issues must be addressed within 24 hours of identification. Payment processing is mandated through the Wide Area WorkFlow system with specific DoDAAC identifiers provided for payment requests and receiving reports. The contract incorporates numerous FAR and DFARS clauses addressing cybersecurity, whistleblower protections, recovered materials, Buy American requirements, and prohibitions on procurement from restricted regions. Inspection and acceptance occur at the Silverdale facility, and the Government will conduct surveillance based on inspection and testing dates to ensure compliance.
