To All Interested Vendors: The University of Montana is considering a request from the Skaggs School of Pharmacy to award a Sole Source contract to PeopleGrove, Inc. to provide CORE ELMS Annual Software License (approx. 60 students/cohort) to Pharmacy Programs for the management of Experiential Education (scheduling, placement, requirements, assignments, evaluations, hours, onboarding records, clinical sites, preceptor information, and more), curriculum mapping, competency assessment, student assessment and portfolio documentation. The University will accept written challenges from potential vendors who believe they can provide the same or equivalent solution meeting all of the requirements listed in the Sole Source document attached to this solicitation. This is not a request for competitive proposals. A written request to challenge must be received by 2:00 p.m. local time, July 2, 2026 in the Q&A Board of this solicitation within eMACS or in writing to the Procurement Officer listed in the Sole Source document with a heading of "Request to Challenge". A determination by the University not to compete this proposed purchase based upon responses to this notice is solely within the discretion of the University. If the challenge reveals that more than one source is available to provide the same or equivalent solution, the University may issue a competitive solicitation. If no challenge is presented in the timeframe specified, the University may proceed to award a contract to PeopleGrove, Inc.
