The Government, through the Norfolk Naval Shipyard, intends to award a sole source Firm Fixed Price contract to PH Tools, LLC for the micro-drilling of five Government-furnished blank c-canopy seal weld test props in strict accordance with NSTR-99 Qualification Examination Requirements for Nondestructive Test Personnel. This action is justified under FAR 6.302-1 and FAR 13.106-1(b)(1)(i) because PH Tools, LLC is the only known source with the proven capability to produce the specific, repeatable micro-defects required for testing nuclear non-destructive inspection personnel. These defects, which consist of precisely sized and located holes—either 0.003 inches in diameter by 0.009 inches deep for 1/64-inch holes or 0.0045 inches in diameter by 0.009 inches deep for 1/32-inch holes—must be fabricated exactly as specified on NNSY-provided technical drawings to ensure inspectors can accurately evaluate penetrant testing techniques. The work, which will be performed at the contractor’s facility, also requires the delivery of an AutoCAD or equivalent answer key and blank answer key for each test prop to support certification evaluations. Failure to receive these test props by June/July 2026 would cause inspector certifications to lapse, directly impacting the Navy’s ability to conduct timely nuclear inspections on naval assets. The contract is not expected to exceed the Simplified Acquisition Threshold and will use simplified procedures consistent with FAR Part 12. NNSY will supply the five blank c-canopy test props as Government Furnished Property, and the completed items must be shipped to Building 276, Beatty Street, Portsmouth, VA 23709. The contract award is targeted for June 2026 with performance expected to begin by June 30, 2026 and extend through December 31, 2026. All responsible sources may submit capability statements by June 13, 2026, at 12:00 AM EDT via email to the Contract Specialist, and responses must include company information, CAGE code, business size, points of contact, documentation of technical capability to meet NSTR-99 requirements, and proof of ability to deliver before the award deadline. The NAICS code is 334519 and the PSC is J998. This pre

This notice is not a request for competitive proposals.

The proposed contract action is for  services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i) and FAR 6.302-1: Only one responsible source has been identified as reasonably available to provide the supplies and/or services that will satisfy the Agency requirements.

Additionally, RFO FAR 6.103-1 (Only one responsible source and no other supplies or services will satisfy agency requirements)  is the statutory authority that allows the Government to restrict competition to only one responsible source (or a limited number of sources for DoD, NASA, and the Coast Guard).

PH Tool, LLC specializes in fabricating and/or modifying provided test props and providing micro-hole drilling services. This is the only known company that has the proven capability of producing repeatable defects in the nuclear c-canopy welded joint design that we need that are made IAW NSTR-99 Qualification Examination Requirements for Nondestructive Test Personnel. The C-Canopies require defects IAW NSTR-99, to ensure that an inspector can verify if these are acceptable or not. Unfortunately, NNSY does not have the capability to make the defects in house. PH Tool will accept our provided blank c-canopy seal weld test props and only provide drilling services by passing the test prop fabrication expense. PH Tool can deliver these test props by the required date of June/July 2026.This is in line with our targeted training and certification schedule. If these test props are not received by June/July 2026, inspector’s certifications will lapse. This will result in the delay ofi nspectors’ re-certifications and their ability to perform nuclear inspections on naval assets in a timely fashion.

Norfolk Naval Shipyard’s (NNSY) intends to solicit, negotiate, and award a sole source Firm Fixed Price (FFP) Contract to PH TOOLS, LLC (CAGE Code: 0NA33) to perform the work described in the attached Statement of Work.

  • NNSY will provide 5 blank c-canopy seal weld test props to the contractor.

  • Contractor must manufacture test-prop c-canopies in accordance with NSTR-99 Qualification Examination Requirements for Nondestructive Test Personnel. The Contractor will micro-drill holes into each test prop in the corresponding locations shown on the drawings provided by NNSY for each c-canopy and they shall be drilled in the exact locations as shown on the drawings (IAW SOW). Test props shall include flaws (e.g., micro-drilled holes) that are designed to test a candidate’s ability to properly remove excess penetrant from the test prop. These types of flaws shall be considered for potential use as critical parameters.

  • The Contractor shall create an AutoCAD or similar answer key and blank answer key that corresponds to the individual test props.

  • The work will be performed at the contractor’s facilities

  • Once complete, vendor will ship to Norfolk Naval Shipyard, Bldg. 276 Beatty St. Portsmouth, VA 23709. See attached Statement of Work for additional details.

The proposed firm-fixed priced contract action is not expected to be greater than the SAT (simplified acquisition threshold). Simplified procedures will be used to procure commercial services in accordance with Revolutionary FAR Overhaul Part 12. Contract will be awarded in June 2026.
