The US Department of Health and Human Services, Program Support Center (PSC), Real Estate, Logistics, & Operations (RLO)/Building Operations Services (BOS)/Facilities Operations & Maintenance (FOM) intends to issue a sole source award to Vertiv Corporation (Vertiv), in accordance with 41 U.S.C.1901 utilizing Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) (1): Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The contractor shall provide preventive Maintenance Services of the Uninterruptible Power Supply (UPS) system and Power Distribution Units (PDU) protecting the facility data center and building security systems in the critical moments before the generator kicks in and during voltage spikes or voltage reductions. The preventive maintenance services offered ensures the UPS & PDU equipment stay reliable by making sure that components are performing to defined technical specifications thus improving their overall efficiency, extending their useful life and preventing critical equipment downtime. Vertiv is the only source that can provide the full range of services to fully service the proprietary equipment already installed. There were other companies found and contacted in the private sector but they declined to provide pricing because they could not meet the scope or because they were a Vertiv partner with a non-compete clause. Vertiv is an authorized, factory-trained and OEM-supported service provider with access to proprietary service tools and software to ensure optimal equipment performance. The Program Support Center intends to make the sole source award on or about 28 October 2020 to Vertiv Corporation 44611 Guilford Drive Suite 180. Ashburn, VA 20147. This Notice of Intent is not a Request for Quotation (RFQ). No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit information that clearly demonstrates their capability to meet all requirements associated with maintenance of Uninterrupted Power Source (UPS) units and software, provided in response to this notice due by 2:00 PM (ET) 20 October 2020 via email to wendy.cruz@psc.hhs.gov. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. The contractor will not be reimbursed for any expenses related to responding to the Notice of Intent.
