The USACE Omaha District intends to award a sole source blanket purchase agreement to Foam Concepts, LLC for the supply of Equipment-less Foam Sealant (EFS) under Simplified Acquisition Procedures. The contract requires the delivery of 350 yards of EFS, a specialized foam product designed to meet unique specifications including portability (allowing it to be backpacked to a site without specialized equipment), consistent density at all elevations, non-requirement of mine shaft entry for installation, inertness except for UV light exposure, and resistance to shrinking in both dry and wet conditions. The foam must also meet precise chemical and physical performance times such as cream time of 50 seconds, gel time of 206 seconds, tack-free time of 260 seconds, and rise time of 268 seconds, which are critical for its intended application. This sole source award is being pursued because Foam Concepts, LLC is the only manufacturer able to supply a product meeting these strict specifications. The announcement serves as the official notice, allowing any responsible sources to submit bids, proposals, or quotations for consideration by the agency until the closing date of December 18, 2007, at 11:00 a.m. Central Standard Time. The contracting agency is located in Omaha, Nebraska, operating under the Department of Defense, and the point of contact for inquiries is George Sievers, reachable by phone or email.
