The National Institute of Standards and Technology (NIST) intends to procure a one-year membership to the International Committee for Information Technology Standards (INCITS) for the period December 1, 2026, through November 30, 2027, through a sole source firm-fixed price purchase order with the Information Technology Industry Council, Inc. This action is authorized under FAR Subpart 13.106(b)(1), which permits single-source acquisition due to the unique and irreplaceable role INCITS plays in developing globally recognized information technology standards. INCITS serves as the primary U.S. forum for creating technical standards that enable innovation, interoperability, and market competitiveness across emerging technologies such as artificial intelligence, cybersecurity, blockchain, cloud computing, biometrics, and the Internet of Things. Membership provides NIST’s Information Technology Laboratory with direct access to key technical committees and steering groups, ensuring alignment with industry development and stakeholder consensus before technologies reach market. The acquisition is classified under NAICS code 813920, with a small business size standard of $23.5 million, and requires the contractor to provide full membership access to 14 specific INCITS categories, including executive board representation and participation in multiple International Standards Organization subcommittees. NIST has determined no other entity can fulfill this requirement because INCITS is the only organization that coordinates U.S. inputs to international standards bodies and brings together industry, government, and academic stakeholders to develop consensus-based technical specifications. Interested parties may respond with a capability statement and business information, including SAM registration details, to demonstrate they can meet the same requirements by July 2, 2026, at 10:00 AM Eastern Time, though this notice is not a solicitation and no formal quotation process will be opened unless the sole source determination is challenged. Questions must be directed to NIST’s Contract Specialist Anthony Banovic via email.

Introduction
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.

Purpose
The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed price purchase order on a sole source basis with the Information Technology Industry Council, Inc. located at 700 K ST NW STE 600, Washington, District of Columbia, 20001-5690. The purchase order will specifically procure membership with the International Committee for Information Technology Standards (INCITS) for the period of 12/01/2026 - 11/30/2027. Participation through INCITS membership enables users to create the foundation for the future structure of information technology. INCITS is an approved Standards Organization, as maintained by the NIST Standards Coordination Office.

Authority
This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 813920 – Professional Organizations, with a small business size standard of $23.5 million.

Description
NIST’s Information Technology Laboratory’s (ITL) mission is to promote US innovation and industrial competitiveness by advancing measurement science, standards, and technology through research and development in information technology, mathematics, and statistics.  INCITS is the central U.S. forum dedicated to creating technology standards for the next generation of innovation. INCITS members combine their expertise to create the building blocks for globally transformative technologies, and its membership is procured through the Information Technology Industry Council, Inc, a trade association representing the leading U.S. providers of information technology products and services.

Sole Source Determination
The sole source determination is based on the following:

NIST membership with INCITS will provide NIST’s ITL the ability to promote the effective use of Information and Communication Technology (ICT) through standardization in a way that balances the interests of all stakeholders and increases the global competitiveness of the member organizations. INCITS has more than 50 technical committees and study groups that are constantly developing standards for new technologies and updating standards for older products that are evolving through innovation. New products and new approaches come online every day in the ICT marketplace. INCITS members work with the developers and users before a product goes to market, so it is broadly accepted and highly interoperable. Standards are critical to success for a product in the IT marketplace.  INCITS is the development forum for market-relevant standards that drive the technological industry. INCITS is the only type of forum that can fully achieve this requirement, and its membership must be purchased directly through the Information Technology Industry Council, Inc. Specifically, the contractor shall provide the following 2027 membership categories in INCITS:

  • Executive Board
  • Future US Hosted JTC 1 Plenary Voluntary Assessment
  • Voluntary Assessment for Future US hosting of SC 27 Plenary, SC 32 Plenary, SC 38 Plenary and SC 41 Plenary
  • INCITS Artificial Intelligence
  • INCITS Biometrics
  • INCITS Blockchain
  • INCITS Cybersecurity and Privacy
  • INCITS Data Management
  • INCITS ID Cards
  • INCITS Cloud Computing
  • INCITS Internet of Things
  • INCITS Software and Systems Engineering
  • Steering Committee SC 38
  • Steering Committee SC 42
