Introduction
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
Purpose
The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed price purchase order on a sole source basis with the Information Technology Industry Council, Inc. located at 700 K ST NW STE 600, Washington, District of Columbia, 20001-5690. The purchase order will specifically procure membership with the International Committee for Information Technology Standards (INCITS) for the period of 12/01/2026 - 11/30/2027. Participation through INCITS membership enables users to create the foundation for the future structure of information technology. INCITS is an approved Standards Organization, as maintained by the NIST Standards Coordination Office.

NIST’s Information Technology Laboratory’s (ITL) mission is to promote US innovation and industrial competitiveness by advancing measurement science, standards, and technology through research and development in information technology, mathematics, and statistics. INCITS is the central U.S. forum dedicated to creating technology standards for the next generation of innovation. INCITS members combine their expertise to create the building blocks for globally transformative technologies, and its membership is procured through the Information Technology Industry Council, Inc, a trade association representing the leading U.S. providers of information technology products and services.
Sole Source Determination
The sole source determination is based on the following:
NIST membership with INCITS will provide NIST’s ITL the ability to promote the effective use of Information and Communication Technology (ICT) through standardization in a way that balances the interests of all stakeholders and increases the global competitiveness of the member organizations. INCITS has more than 50 technical committees and study groups that are constantly developing standards for new technologies and updating standards for older products that are evolving through innovation. New products and new approaches come online every day in the ICT marketplace. INCITS members work with the developers and users before a product goes to market, so it is broadly accepted and highly interoperable. Standards are critical to success for a product in the IT marketplace. INCITS is the development forum for market-relevant standards that drive the technological industry. INCITS is the only type of forum that can fully achieve this requirement, and its membership must be purchased directly through the Information Technology Industry Council, Inc. Specifically, the contractor shall provide the following 2027 membership categories in INCITS:

- Future US Hosted JTC 1 Plenary Voluntary Assessment
- Voluntary Assessment for Future US hosting of SC 27 Plenary, SC 32 Plenary, SC 38 Plenary and SC 41 Plenary

Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation.

All responses to this notice of intent must be submitted via email to Anthony.banovic@nist.gov so that they are received no later than July 2, 2026, at 10:00 AM, Eastern Time (ET).
Each response shall include the following Business Information:

- Contractor (SAM) Universal Entity Identification (UEI)
