UNDP Bhutan is seeking qualified International Individual Consultants to operationalize and integrate an Environmental, Social, and Governance (ESG) Framework into Bhutan's Public Financial Management (PFM) system. This initiative, funded under the Biodiversity Finance Initiative (BIOFIN) Phase II and Equanomics Funding Window, aims to embed ESG principles into the Unified Chart of Accounts, budget processes, and the Integrated Financial Management Information System (IFMIS). The primary goal is to enable the systematic identification, tagging, and reporting of public expenditures, with a specific focus on biodiversity finance tracking via the GLOBE taxonomy and the integration of Gender Equality and Social Inclusion (GESI) through gender-responsive budgeting. The scope of work involves reviewing and validating the ESG taxonomy, developing expenditure measurement methodologies, and designing sustainability disclosure frameworks. The consultant will be responsible for integrating these requirements into PFM business processes, conducting pilot testing, and providing capacity building and knowledge transfer to relevant stakeholders. The project will conclude with the establishment of governance arrangements and a phased implementation roadmap, developed through a consultative process with the Ministry of Finance and other government agencies to ensure Bhutan meets its international reporting obligations to the CBD and CEDAW.
