International Geospatial Warehouse (IGW4) Award and Justification

The National Geospatial-Intelligence Agency has awarded a firm fixed price contract to Compusult Ltd. for the Operations and Sustainment of the International Geospatial Warehouse 4 (IGW4), valued at $3,251,473.28, with a performance period spanning from July 1, 2026, to November 30, 2030. This procurement is justified as a sole-source acquisition under FAR 6.103-1 and 10 U.S.C. 3204(a)(1) due to the proprietary nature of the Web Enterprise Suite (WES) software, which is exclusively owned and maintained by Compusult Ltd. and forms the core of the IGW system. The IGW serves as the central hub for high-resolution vector data sharing among over 32 multinational partners under the Multinational Geospatial Coproduction Program, requiring uninterrupted operation to fulfill treaty obligations, with no viable alternatives capable of replicating the system’s deep integration, operational history, or technical customization without prohibitive cost and risk of mission disruption. All services are performed at Compusult’s facility in Mount Pearl, Newfoundland, Canada, where the system is hosted, and includes continuous system maintenance, security updates, hardware recapitalization, and user access management through PKI authentication, with no physical delivery or packaging required. The contract’s structure includes a five-month base period followed by four 12-month optional years, with exercise of all options critical to sustaining international geospatial cooperation and avoiding degradation of allied capabilities. The lack of government rights to the WES source code and the contractor’s 20-year institutional expertise establish an organizational conflict of interest that precludes competition, making continuation with Compusult essential to mission success. The contractor’s responsibilities encompass maintaining zero downtime, ensuring secure data ingestion and delivery, compliance with MGCP technical specifications, and supporting quality assurance processes directly accessible by partner nations, all underpinned by the necessity for personnel with high-level security clearances to safeguard classified and controlled unclassified information.
