The contract pertains to the removal of existing damaged guardrail sections and the installation of new guardrails at up to twenty-nine locations along Main Street in Saugus, Massachusetts, with a total estimated length of approximately 1,740 feet. The work must comply with MassDOT Construction Details and Section 601 of the Standard Specifications, and the guardrail systems installed must conform to TL-2 and TL-3 standards, including steel-backed timber types as specified in Attachment A and B issued by the U.S. Department of Transportation. The project requires precise adherence to the approved plans prepared by TEC, Inc., and all materials must meet approved samples and contract requirements. Work is scheduled to begin no earlier than August 31, 2026, with a firm completion deadline of November 15, 2026, and time is of the essence, with liquidated damages set at $1,500 per day for failure to meet the schedule. Bidders must submit sealed proposals by August 12, 2026, and all bids must include evidence of ability to perform, named Superintendent experience, and a detailed performance history including past violations, penalties, terminations, and at least five references. The award will go to the lowest responsive and responsible bidder offering the lowest total cost, which must include all labor, materials, equipment, incidental costs, and a mandatory $15,000 allowance for police services. The Contractor is required to provide Performance and Payment Bonds, Worker’s Compensation Insurance in compliance with Massachusetts law, General Liability coverage of at least $1,000,000 per occurrence, special perils insurance equal to 80% of the contract value, and an installation floater for the full contract amount upon completion. Additionally, the Contractor must ensure daily cleanup, maintain access to fire hydrants, secure permits for crossing public infrastructure, and comply with prevailing wage rates and non-discrimination requirements. All bids must include mandatory certifications regarding debarment status, tax compliance, and non-collusion under penalties of perjury, and must be submitted on the prescribed forms with prices filled in both words and figures. Payments are made monthly based on work completed, less a 5% retention held until final acceptance, with the Engineer from TEC, Inc. responsible for certification, and final payment contingent upon proof of full payment to all laborers and suppliers.
