FY27 ASL Interpretation Services for USACE MVP
Solicitation # W912ES27QA005
Solicitation W912ES27QA005 is a firm fixed-price contract for American Sign Language (ASL) interpretation services to support the U.S. Army Corps of Engineers (USACE) St. Paul District in Saint Paul, Minnesota. This opportunity is a total small business set-aside under NAICS code 541930. The period of performance runs from November 15, 2026, to November 14, 2027, and consists of two primary line items: 300 hours of interpretation services and one general job. The government will award the contract to the responsible offeror providing the most advantageous offer, with the primary evaluation factor being the lowest hourly rate. Award considerations include the total price of all options and risk assessments from the Supplier Performance Risk System regarding item, price, and supplier performance. Offerors must submit their quotes electronically through the PIEE Solicitation Module by November 13, 2026. Compliance requirements include adherence to the Buy American and Balance of Payments Program, the Service Contract Act for prevailing wages in Minnesota and Wisconsin, and various non-discrimination and safety standards. While there is conflicting guidance regarding the use of Wide Area Workflow (WAWF), the St. Paul District indicates that invoices should be submitted according to the Statement of Work. All inspection and acceptance of services will occur on-site at the St. Paul District Army Corps Engineer Centre.
