Amendment 0002: The purpose of this amendment is to cancel the IFB.
Amendment 0001: The purpose of this amendment is to provide for an additional site visit for 6/9/26. Coordination for this additional site visit shall follow the procedures outlined in the SAM posting for this IFB. Additionally, the purpose of this amendment is to extend the submission deadline and date of bid opening from 6/11/26 at 12:00PM Eastern Time to 6/16/26 at 12:00PM Eastern Time.
This is an Invitation for Bids (IFB) issued by United States Coast Guard (USCG) Base Portsmouth in accordance with the procedures found in Federal Acquisition Regulation (FAR) under FAR Part 14 and 12.
The Government will award a contract resulting from this IFB to the responsible bidder whose bid, conforming to the IFB, will be most advantageous to the Government. The Government will evaluate bids to determine the Lowest Total Evaluated Price (LTEP). The LTEP will be calculated by evaluating the extended prices of all Contract Line Item Numbers (CLINs) included in the IFB.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the installation of the ductless HVAC system at the USCG Station Milford Haven as detailed in the attached Statement of Work.
All potential bidders are strongly encouraged to visit the site to verify any/all quantities before submitting bids. A site visit will be held on 5/28/26 at 10:00 AM Eastern Time at USCG Station Milford Haven located at 63 Mill Point Rd, Hudgins VA, 23076. Interested parties must arrange site visits with BMC Adelynn Drescher at adelynn.n.drescher@uscg.mil. All visitors must complete a visitor access request form in accordance with Base security policy and present a valid Real ID or Passport as a method of identification. Full name, date of birth, and last 4 of SSN must also be provided. Visitors with a valid Military ID or RAPIDGate pass will not be required to complete the access form.
Questions in regards to this soilictation must be submitted, in writing, to the POC listed in this notice no later than 10:00 AM Eastern Time on 6/2/2026.
ONLY ELECTRONIC BIDS WILL BE ACCEPTED FOR THIS IFB. ALL OTHER FORMS OF BIDS WILL NOT BE ACCEPTED AND WILL RENDER A BID AS NONRESPONSIVE. All electronic bids must be submitted by 12:00 PM Eastern Time on 6/11/26 to Contracting Officer Frank Burton via email at frank.r.burton@uscg.mil. Email submissions must include the following in the subject line: "BID SUBMISSION - IFB [Insert Solicitation Number] - [Insert Company Name]". All bid documents must be submitted in PDF format unless otherwise specified in the solicitation.
The Government will conduct a public bid opening for this solicitation on 6/11/26 at 12:00PM Eastern Time, however, any bidder or member of the public interested in attending the scheduled bid opening MUST formally request attendance by contacting the Point of Contact (POC) listed in this announcement via email. Requests must be received no later than 10:00 AM Eastern Time on 6/4/26.
