Invitation for Bids No. 27-044; On-Call Painting Services

The City of Springfield, Massachusetts, through its Office of Procurement, is soliciting bids for on-call journeymen painting services to be performed at various municipal and school locations. The City intends to award up to three contracts to the lowest responsible and eligible bidders capable of providing all necessary labor, materials, and equipment. Each contract has an estimated annual value not to exceed 500,000 dollars. The initial term of the agreement is one year, with two optional one-year renewals available at the sole discretion of the City. Bids must be submitted to the Office of Procurement by 2:00 PM EST on October 7, 2026. Awarded contractors must adhere to Massachusetts Division of Occupational Safety prevailing wage rates and comply with M.G.L. c. 149 and other applicable procurement statutes. Additionally, the City has established a twenty percent MWBE participation goal for this solicitation.
