INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI) AS TO THE AVAILABILITY OF SPACE FOR LEASE IN THE CITIES OF OTTAWA AND/OR GATINEAU

Public Works and Government Services Canada (PWGSC) has issued an Expression of Interest (EOI), file number EDI/EOI-2026-1, to identify available office space for lease or purchase within the cities of Ottawa and Gatineau. This is not a formal tender or solicitation, but rather an inquiry to establish a source list for future leasing needs. The EOI is open until June 30, 2027, with an initial information extraction planned for June 30, 2026. The government is seeking contiguous office space, requiring a minimum of 1,000 usable square metres for leases and 5,000 usable square metres for purchases. Eligible spaces must consist of whole floors or whole floors with no more than one partial floor, and must be located within specific geographic nodes including Downtown Ottawa, Ottawa East, Ottawa South, Ottawa West, and the Gatineau Node. Interested parties must provide detailed property information, including municipal addresses, zoning, architectural drawings, and parking facilities. Space availability for fit-up must be between 4 to 24 months prior to lease commencement for vacant spaces, or at least 2 months prior for fitted and furnished spaces. While this is a preliminary inquiry, any future formal lease awards will require building owners to hold valid security clearances at the Reliability and Secret levels granted by the PWGSC Contract Security Program. PWGSC reserves the right to invite only those parties who meet specific operational, security, and public safety requirements.
