NYSOPRHP - Palisades Region is seeking a NYS licensed herbicide applicator to conduct two foliar herbicide applications targeting Common reed (Phragmites australis) one month apart, approximately. Treatments will be done using wetland approved glyphosate-based herbicide combined with both a surfactant and polymeric colorant, across approximately 130 acres of brackish tidal marsh consisting of stands of Phragmites australis (see map) at varying stages of growth, from monoculture to spot treating single stems. Iona Island Marsh has been under active management since 2008, so phragmites regrowth throughout the treatment area will vary in both density, abundance, and distribution. The applicator will also be responsible for applying for Article 15 AQV permits for the use of herbicides in an aquatic setting from NYSDEC Region 3 prior to conducting the work. NYSOPRHP/ PIPC will be responsible for the obtaining NYSDEC Article 24 wetland permits for the project. Applications will be done from a marsh master (a specialized low-ground pressure tracked machine suitable for use in a wetland setting, used to minimize soil compaction during the application process) between September 1st and October 15th or the first killing frost (whichever is sooner). The applicator should be prepared to treat larger contiguous multi-acre patches and individual stems of regrowth. The contractor will be required to share the amount of herbicide used per application day and at which section of marsh for in-house reporting purposes. The contractor will be required to post the proper signage during treatments.
