This contract is a solicitation for a long-term Indefinite Quantity Contract (IQC) to supply plug igniters, specifically NSN 2925-01-169-1734. The contract includes one base year with two option years and an estimated annual quantity of 603 units, delivered to various Defense Logistics Agency (DLA) stock locations within 199 days. The approved sources for these items are Champion Aerospace LLC (P/N CH34250) and General Electric Company (P/N 5049T08P04), as the government does not possess complete technical data unrestricted for other suppliers. Offers must be submitted before the closing date indicated in the solicitation, which was made available on February 8, 2023. The solicitation requires compliance with export control regulations under ITAR and EAR, and only contractors with approved US/Canada Joint Certification Program certification and DLA approval may access the export-controlled technical data essential for fulfilling this contract. The contract emphasizes evaluation based not only on price but also on delivery capability, past performance, and other factors outlined in the solicitation. Although this acquisition is not set aside for small businesses, the small business size standard is defined as 1,500 employees. The solicitation excludes items under commercial item acquisition policies and requires all offers in English and in U.S. dollars. Interested suppliers must comply with export-control requirements, and the government will not delay award decisions to accommodate pending approvals for access to restricted technical data. The procurement is managed by the DLA Land and Maritime office in Columbus, Ohio.
