The IRS awarded a sole source firm fixed price delivery order via GSA Schedule to Executive Information System (EIS), LLC 6901 Rockledge Drive, Suite 600, Bethesda, Maryland 20817 for software maintenance of SAS licenses for the Cybersecurity Data Warehouse on 3/13/2014 for a total of $161,998.40. This award was made in accordance with FAR 6.302-1 as EIS is the only authorized reseller of SAS's products and services with a GSA Federal Supply Schedule 70 contract. See attached sole source letter from SAS. (SAS did not notify the Contracting Officer of allowing another third party to resell the software maintenance). The RFQ was posted on GSA's eBuy system. The Government's requirements precluded any other's vendor's solutions. Only SAS's software maintenance is able to properly upgrade, update, provide patches, etc...for the Government's existing SAS licenses. Another vendor's software maintenance would not be technically compatible with SAS's software. The period of performance is 3/14/2014 - 8/30/2014.
