The Naval Air Systems Command is entering into a non-competitive, sole-source Cost Plus Fixed Fee contract with Northrop Grumman Systems Corporation for the FY13 ISR Task Force. This agreement focuses on the follow-on acquisition of operation and maintenance services for the MQ-8B Fire Scout Vertical Takeoff and Landing Tactical Unmanned Aerial Vehicle during its deployment to the U.S. Central Command Area of Responsibility. To ensure mission success, Northrop Grumman is responsible for staffing aircrews, maintenance personnel, and additional support staff to maintain a twelve hour flight day. This procurement is conducted under the authority of 10 USC 2304(c)(1) and FAR 6.302-1 because Northrop Grumman is the sole developer and manufacturer of the system, and the government lacks the necessary data, drawings, or specifications to allow for full and open competition. The contract is managed by the Naval Air Systems Command office located in Patuxent River, Maryland, under solicitation number N00019-12-C-0064.
