The Billings Area Indian Health Service is conducting a Sources Sought announcement to assess market availability of Indian Economic Enterprises (IEEs) capable of providing on-site linen services at the Fort Peck Service Unit in Poplar, Montana, under NAICS code 812320 with a size standard of $8 million in average annual receipts. This announcement is conducted under the Buy Indian Act (25 U.S.C. 47), which mandates preference for IEEs when authorized and practicable, and requires all respondents to qualify as Indian Economic Enterprises by demonstrating at least 51% ownership, 51% earnings return to Indian individuals or tribes, and Indian control of daily management and operations. Offerors must submit a Capability Statement and the official Buy Indian Act Indian Economic Enterprise Representation Form, clearly identifying their size status and any applicable socioeconomic designations such as HUBZone, small disadvantaged business, veteran-owned, or woman-owned status, while also providing evidence of prior experience delivering healthcare linen services. The potential contract, if awarded, would have a base period of twelve months beginning May 1, 2026, with four optional twelve-month periods, resulting in a maximum five-year performance period. Response is due by May 8, 2026, and submissions must be emailed to Krystal Berryhill at Krystal.Berryhill@ihs.gov, with no formal page limits specified but an expectation of detailed, tailored documentation. Evaluation will focus on verifiable IEE compliance and relevant healthcare linen service experience, with no assigned weighting or scoring system—non-compliant offers will be excluded. No pricing, contract line items, or estimated value is included as this is a market research action, not a procurement; however, the eventual acquisition is expected to prioritize capability and compliance over price, with no indication of a Lowest Price Technically Acceptable approach. The performance location is strictly on-site at the Poplar facility, and while no formal contract clauses, packaging requirements, invoicing methods, or payment details are outlined in this phase, compliance with the Buy Indian Act, IHM 5.5-6, and the definition of IEE under 48 CFR 1480.201 is mandatory for consideration. Participation requires no UEI or CAGE code confirmation within the notice, but all applicants must fully address IEE eligibility, management control, and earnings flow to Indian beneficiaries in their submission.
