Issuance of General Lease – Commercial Use – Lease L4049

The California State Lands Commission is issuing General Lease L4049 for the commercial operation and use of the Owl Harbor Marina. Located on sovereign land in Seven Mile Slough near Isleton in Sacramento County, the lease is set for a 20-year term beginning December 16, 2025. The agreement is categorized under a Class 1 categorical exemption for existing facilities, as the lease is not expected to cause significant physical environmental changes. The marina facilities include ten docks with eight covered berths, 135 total berths, 20 end ties, and 73 side ties. Additional infrastructure consists of 14 gangways, connecting walkways, three restrooms, and electrical and water hookups equipped with individual utility meters. For security purposes, the lease permits a maximum of ten navigable vessels to be used as residences.
