AI Contract Overview
The Ninth Circuit Court of Appeals in San Francisco is establishing a labor-hour Blanket Purchase Agreement (BPA) under a GSA Schedule for the operations, maintenance, and limited development of its Appellate Case Management System (ACMS). This procurement, identified by solicitation number A09CLERK26-0005, focuses on production support, technical sustainment, user support, and training to ensure the continued stability and modest improvement of the ACMS platform. The agreement consists of a one-year base period running from September 28, 2026, to September 27, 2027, with four subsequent option years. The contract is intended as a single-source award to Procentrix, with an estimated annual value between 1.5 and 2 million dollars. This justification is based on the work being a logical follow-on to a previously competed contract, aiming to avoid the significant costs and operational delays associated with transitioning to a new vendor. Key service areas include program management, project and service management, and transition support, with funds being obligated only as specific orders are placed against the BPA.

Full Description
This Request for Quote seeks establishment of a Blanket Purchase Agreement (BPA) under an applicable GSA
Schedule for Appellate Case Management System (ACMS) operations and maintenance (O&M), user support,
training, technical sustainment, and limited development services. The BPA will be labor-hour in nature and
will cover a base period of one year with four option years. The BPA is intended primarily for continued
production support and sustainment of the Court's existing ACMS platform, with occasional and small-scale
development work when necessary to maintain, adapt, improve, or modestly extend the system.
A BPA is an ordering agreement and does not itself obligate funds; funds are obligated when orders are placed
against the BPA.
