The Department of Defense Education Activity is seeking a sole source, firm fixed price contract with Paper Thin Incorporated for specialized IT services. The project involves reviewing server and web configurations for the DoDEA CommonSpot Web Content Management System, troubleshooting performance and code issues, and providing a detailed report of recommendations to ensure future self-reliance. This is intended as a one-time effort to resolve specific environment architecture problems. Paper Thin Incorporated is identified as the only reasonable source for this requirement due to their four years of experience customizing and installing the software for DoDEA. While market research identified Figleaf Software as a potential alternative, the agency determined that hiring another vendor would be cost prohibitive, potentially increasing expenses by three to four times due to the need for reverse engineering. The estimated cost for this acquisition is 9,400 dollars.

Full Description

Based on the information provided below, request the Contracting Officer determine that only one source is reasonably available to provide the supplies and/services described herein. 1. Purchase Request Number: HH601014RCPD015 2. Contracting Activity: Department of Defense Education Activity, 4800 Mark Center Drive, Alexandria, VA 22350-1400 3. Description of supplies and/or services: DoDEA has a requirement for IT services to review of its server and web configurations for the DoDEA CommonSpot Web Content Management System and to submit a detailed report of recommendations for any needed changes to improve performance in DoDEA's CommonSpot Environment. PaperThin CommonSpot software/server engineers will perform the troubleshooting services necessary to correct performance and code issues that were identified as being problematic on DoDEA's servers. This is considered a one time effort to resolve server performance issues and to provide DoDEA with future recommendations for self reliance. 4. Proposed Contractor: To meet this requirement DoDEA is proposing to issue a sole source, firm fixed priced contract to Paper Thin Incorporated, 300 Congress Street Suite 303, Quincy, Massachusetts. 5. Reason for Authority Cited: PaperThin is uniquely qualified to perform this requirement due to their ongoing involvement with DoDEA in customizing, installing and configuring CommonSpot web content Management Software on DoDEA's servers over the course of the past 4 years. DoDEA has invested in customizations through PaperThin in the past and no other vendor has the unique knowledge of the software and existing environment architecture to perform this requirement. Bringing in a different vendor to perform this requirement would be cost prohibitive. It would be necessary for a different vendor to familiarize itself with DoDEA's current environment and reverse engineer the customized software in order to perform this requirement, resulting in an investment that would likely cost 3-4 times more than the quoted estimate from PaperThin. 6. Market Research: Based on market research Figleaf Software could perform this service. However, as previously mentioned, utilization of any other vendor other than Paper Thin would be cost prohibitive due to the lack of knowledge of DoDEA's server configuration and how the customized CommonSpot Software operates on DoDEA's servers. 7. Will these same supplies/services be needed again: This is a one-time effort and there is no foreseeable reason that these services would be required again. 8. Price reasonableness: The estimated cost of this acquisition is $9,400.00. As previously mentioned, the costs associated with the necessity of a different vendor to familiarize itself with DoDEA's current environment and reverse engineer the customized software in order to perform this requirement would likely result in cost 3-4 times more than the quoted estimate from PaperThin.
